Syracuse sits in northern Davis County on the eastern side of the Great Salt Lake, known as the gateway to Antelope Island and connected to the state park by the causeway on SR 127. Population reached about 32,100 at the 2020 census, with roughly 8,800 housing units and a vacancy rate around 2.4%.
The growth here has been dramatic and recent. That produces a city whose housing stock is overwhelmingly modern, and it changes the ADU question in a specific way. There are very few tired old garages waiting to be converted and very few century-old outbuildings. What there is instead is newer housing on planned lots with modern utility service already in the ground.
Demographically Syracuse is young and family-heavy, with a high proportion of married-couple households and children at home. The typical brief here is not a rental play. It is space for a grandparent, a returning adult child, or a guest suite for a large extended family.
The ground is flat and low-lying toward the lake, which simplifies foundations and access. Proximity to the wetlands makes drainage and ground conditions worth checking properly on the western side.

Utah state law makes internal ADUs a permitted use in most residential zones statewide. Detached units are governed by Syracuse City ordinance, and cities can apply parking, owner-occupancy and rental licensing requirements. Often yes, and for a specific reason: modern utility service is already close to where the unit would go, which removes one of the bigger cost lines in a detached build. What you have less of is a cheap conversion option, since there is usually no old garage or outbuilding to repurpose, so you are looking at new construction.
